Manifesto check

The election manifesto check of the Federation of German Consumer Organisations (vzbv) shows the parties’ statements related to vzbv’s ten consumer policy demands.

Why these ten demands?

Consumer policy is broad. It affects almost every aspect of daily life. For this reason, vzbv’s ten demands only partially cover this policy field. Other important areas of consumer policy are dealt with by our member organisations. The chosen topics concern vzbv’s core competences and are currently being discussed in Brussels. The ten demands also transcend national politics in that they are hot issues in other Member States, too, and thereby could be connecting factors for a joint EU consumer policy.

Which party manifestos are displayed?

The election manifesto check covers all parties that are represented in the European Parliament at the time of the European Parliament elections. The exception is the NPD and those parties that did not get sufficient signatures to participate in the European Parliament elections. The order in which the parties are displayed mirrors the number of Members they currently send to the European Parliament. If they have the same number of Members, they are sorted alphabetically.

How does the election manifesto check work?

You find vzbv’s ten key policy demands for the European elections 2019 listed below. Each party logo can be selected individually. Click on one of the policy demands and then on the party logos. The paragraphs are translations of literal quotes originating from a party’s manifesto that were put into indirect speech. If a party does not mention a specific policy demand, we have indicated that their position is not available (n/a).

imagecdu

The parties want to turn Germany and Europe into leaders of artificial Intelligence technology. In their view, artificial intelligence has to serve the people and could ease many burdens of daily life.

imagespd

The party promises to push for international ethical standards that should be adhered to when algorithms are being developed and used.

imagegruene

The party wants to increase efforts to assess the ethical implications of new technology and take these implications into account when designing policies.

It [the technology] raises the question who is liable for incorrect decisions made by an algorithm.

The party demands that the next European Commission proposes a specific legal framework for artificial intelligence. However, it is even more important to the party to have a societal debate about new digital ethics - a debate which includes all demographic groups.

imagelinke

imagefdp

The party wants to advance the development of a common European strategy for artificial intelligence. This strategy should include guidance and principles on legal, societal and ethical questions arising through artificial intelligence, protect citizens and enable scientists to access relevant data.

The party wants to continue living in a society of solidarity and therefore seeks to prevent "social scoring". In this context it wants to limit the dangers that scoring and decision-making based on alghoritms may pose to individuals and society as a whole. It wants to ensure the traceability and transparency of algorithms for consumers and establish publicly legitimised supervisory structures. It wants to introduce legal constraints on individualised prices and behaviour-dependant insurance rates to avoid differentiation leading to discrimination.

imagegruene

The party wants to establish laws at European level which ensure that algorithmic decision-making systems can be audited, challenged and that they are regulated according to their societal impact. They demand specialised arbitration bodies and an extended right to launch injunctions and collective redress actions to ensure protection against algorithmic discrimination.

imagecdu

imagespd

The party wants to protect people who surf the internet from unwanted advertisement and tracking. Furthermore, they want to increase privacy protection for electronic communication. To this effect, they plan to overcome conservative (political) resistance against the ePrivacy Regulation, so that the Council of Ministers of the EU may take a decision on the Regulation. In addition to this, the party announces that it will resist any proposal to introduce blanket searches of e-Mails and Messenger Apps for illegal content.

imagegruene

Regarding the ePrivacy Regulation, the party demands that all mobile (consumer) devices like smartphones, tablets and personal assistants like Alexa and Siri be manufactured according to the principles of “privacy by design” and “privacy by default” to provide the best possible privacy protection. // They want to make browser settings such as "do not track" mandatory to prevent the automatic generation of user profiles.

imagelinke

The party claims that strong European regulation regarding data protection is needed.

In its view, private electronic communication needs to be more strongly regulated (via the ePrivacy Regulation).

imagefdp

The party demands that future regulation regarding the processing of data, which is to be introduced via the ePrivacy Regulation, may not establish weaker standards than the currently existing legislation already provides. This specifically applies to data processing on the users devices via cookies and similar technologies.

The party proposes an overhaul of the European data protection laws to make them ‘friendlier’ for small and medium enterprises. According to them, the new requirements inflict a high bureaucratic burden. Particularly with regard to the ePrivacy Regulation, the objective should be to preserve freedom for innovation and digital business models.

imageoedp

The party demands remedies for deficits in data protection and more security when consumers use digital offers.

imagelkr

In the party's opinion, data protection does not only concern data and consumers, but also serves to protect freedom and privacy.

The party demands a right to encryption.

imagepiraten

The party is strictly against the attempt to use the ePrivacy Regulation to introduce blanket data retention provisions allowing providers to retain communication data for "security reasons" without differentation.

The party asks for additional regulation to ensure that information society services can be used and paid for anonymously and that there is no blanket tracking of our online activity. The party intends to replace a capitalism based on surveillance by an anonymous mirco-payment economy.
